You need to have brakes on the rear wheels that can both be operated by the one lever, otherwise it is too tempting to only put on the one nearest to you, thus compromising the baby’s safety.
A safe harness is necessary to keep that wriggling toddler where he is supposed to be. If a child can undo the harness and get out of it, he could be out of sight before you notice. The clips on the harness should be easy for you to use, but not easy for the toddler. The straps should be adjustable to allow for growth and should have two shoulder straps, a crotch strap and another strap for the waist.
